“PAP Didn’t Authorise 5,000 Stranded Novena Students” – Itsekiri Youth Leader, Barr. Awani Exposes Alleged Slots Racketeering

Former President of Itsekiri National Youth Council, Barr. Esimaje Vincent Awani, says the deployment of 5,000 students to Novena University in Ogume, Ndokwa West Local Government Area of Delta State, was conducted fraudulently, ” deviating from the operational template of the PAP (Presidential Amnesty Programme)
According to Barr. Awani, findings revealed that the deployment of 5,000 students to a single university, was unprecedented in the history of PAP.
Whilst emphasizing that the PAP office never issued any deployment schedule to Novena University for the said contractual purposes, rendering the process illegitimate, the former Itsekiri youth leader in an electronic statement made available to Fresh Angle International Monday evening, September 8, averred that investigation, also uncovered racketeers , who sold non-existent slots to innocent individuals, defrauding them of their funds.
He alleged that the university, was implicated in the alleged illegal practice.
Awani, asserted: “Clarification on the Fraudulent Deployment of 5000 Students to Novena University
“The deployment of 5,000 students to Novena University has been investigated by a committee established by the Presidential Amnesty Programme (PAP) office. “The investigation concluded that the deployment was conducted fraudulently, deviating from the operational template of the PAP office.
“Key Findings:
– The deployment of 5,000 students to a single university is unprecedented in the history of the PAP.
– No deployment schedule was issued to the university for contractual purposes, rendering the process illegitimate.
– The investigation uncovered racketeers who sold non-existent slots to innocent individuals, defrauding them of their resources.
– The university is also implicated in this illegal practice, having failed to conduct due diligence.
“Exoneration of Dr. Dennis Otuaro
Given the fraudulent nature of the deployment, the PAP office, under the leadership of Dr. Dennis Otuaro, cannot be held responsible. It’s worth noting that Dr. Otuaro was appointed as the Administrator of PAP in March 2024, and his administration has expressed commitment to transparency and innovation.
“The present Administrator has done his best in including the Itsekiri nation in his agenda unlike the past Administrators who threw caution to the wind. For example, over 210 itsekiri applicants were considered for the 2025/2026 academic session with inclusion of some foreign students. This data is within my disposal as the person interfacing with the office on behalf of the Itsekiri nation. We however asked for more if the opportunity avails itself as we have more interested applicants who are ready to be engaged.

We appreciate Dr. Otuaro’s leadership style and open-door policy, which has made this administration more accessible to the people of the Niger Delta Region. His efforts to increase the number of scholarship students and improve the program’s effectiveness are commendable.

Miss Favour graduated with a Bachelor of Science (B.Sc.) Degree in Banking and Finance, earning an impressive Second-Class Upper (2.1) classification. Going a step further in her academic pursuit, she has also obtained a Master of Science (M.Sc.) Degree in Banking and Finance from the same institution.

Good News: Presidential Amnesty Office Commences Second Phase of Laptop Distribution to Scholarship Delegates

Abuja – The Otuaro-led Presidential Amnesty Office, popularly known as PAP, has commenced the second phase of laptop distribution to its scholarship beneficiaries across Nigerian Universities for the 2024/2025 academic year.

According to a statement signed by Mr. Igoniko Oduma, Special Assistant on Media to the Administrator of the Presidential Amnesty Programme, the initiative is part of efforts to enhance learning and research amongst students under the programme.

The exercise, which began following the directive of the Administrator, Chief (Dr.) Dennis Otuaro, makes a continuation of the first phase carried out between April and May 2025, during which over 663 final-year scholarship beneficiaries received laptops.

Dr Otuaro explained that the decision to promoting academic excellence and research productivity. He noted that the gesture also fulfills a promise he made to students during his tour of partner Universities in 2024.

“The laptops are intended to aid the beneficiaries in their studies and research activities” Otuaro state, urging the students to use the devices responsibility and to justify the Federal Governmtent’s modest investment in their education.

He also advised the beneficiaries to remain focus on their academic pursuit and avoid behaviours that could undermine their future prospects.
Reaffirming his administration’s objectives, Dr. Otuaro said the PAP will continue to achieve academic succes, contributing to the socio-economic advancement of the Niger Delta region.
He expressed appreciation to President Bola Ahmed Tinubu for his consistent support for the programme, describing it as a demonstration of commitment to bridging the human capital development gaping the region.
Dr. Otuaro further urged the youths and people of the region to reciprocate the President’s gesture by supporting his administration’s policies and programmes.
He reaffirmed the PAP’s dedication to consolidating on its achievements in alignment with the Renewed Hope Agenda of the Tinubu administration.
