Yenagoa, March 2025 – A coalition of prominent elders, leaders, and stakeholders from the Niger Delta, known as Oporoza House, has formally petitioned President Bola Ahmed Tinubu, urging him to disregard what they describe as “unfounded and malicious” media attacks against Dr. Brutu Dennis Otuaro, the Administrator of the Presidential Amnesty Programme (PAP).

In a letter signed by respected figures such as Mr. Kime Engozu, Elder Kennedy Orubebe, and Felix Tuodolo, the group expressed deep concerns over attempts to discredit Dr. Otuaro and the PAP’s progress. They labeled the allegations as a “calculated attempt” to derail the programme’s success, which has significantly contributed to peace and development in the region.

The letter, which was also sent to the Chairman of the Economic and Financial Crimes Commission (EFCC), the Director General of the Nigerian Financial Intelligence Unit (NFIU), and the Chairman of the Independent Corrupt Practices and Other Related Offences Commission (ICPC), emphasized that the Niger Delta people are fully in support of Otuaro’s leadership.

Reforms and Transparency in PAP

Oporoza House dismissed allegations of financial misappropriation under Otuaro’s administration, insisting that “all payments made were legitimate and in full compliance with federal accounting standards.” The letter further clarified that these funds were allocated to “bolster stakeholder engagement and regional stability.”

The coalition strongly condemned what they see as an orchestrated smear campaign against Otuaro, attributing it to “ex-agitators who failed to secure appointments as Administrator of the PAP and are now seeking revenge.”

“Under Dr. Otuaro’s leadership, we have seen significant reforms that have promoted transparency and accountability within the PAP. The reduction of fraudulent activities and illicit patronage has been a major achievement of his administration,” the letter noted.

They further highlighted that the reforms introduced under Otuaro have not only increased the number of beneficiaries in educational programs but have also led to a rise in crude oil production, attributing this to “his ability to engage stakeholders and foster peace and stability in the region.”

A Call for Unity and Support

The group called on Niger Delta stakeholders to rally behind Otuaro and resist any attempts to discredit the programme, warning that division among the region’s people would only hinder progress.

“We urge Mr. President and the general public to disregard these baseless allegations and instead focus on the programme’s numerous achievements and contributions to peace and development in the Niger Delta,” the letter stated.

They reiterated that the Presidential Amnesty Programme remains a crucial vehicle for sustainable development and reintegration of ex-agitators, urging President Tinubu to “remain steadfast against efforts aimed at undermining the progress attained under Dr. Otuaro’s administration.”
