Senator Manager Warns Against Distractions Aimed at Derailing Niger Delta Amnesty Programme

Senator James Manager, who represented Delta South Senatorial District in the National Assembly, has raised concerns that certain challenges facing the Presidential Amnesty Programme (PAP) are deliberate attempts by some groups to derail progress in the Niger Delta. He believes these obstacles are meant to distract PAP Administrator, Dr. Dennis Otuaro, from effectively executing his duties.

Speaking during a recent consultative visit from Otuaro to his Abuja residence, Senator Manager commended Otuaro for his resilience in managing the programme, despite these distractions. A statement from the PAP Administrator’s media aide, Mr. Igoniko Oduma, quoted Manager praising Otuaro for demonstrating exceptional competence and leadership since his appointment by President Bola Tinubu.

According to Manager, Otuaro’s approach to implementing the PAP mandate suggests he was well-prepared for the role. Having served the Delta South constituency for two decades, Manager emphasized that Otuaro’s deep understanding of both the challenges within the PAP and the broader issues in the Niger Delta have enabled him to reposition the programme effectively.

He urged Otuaro to stay focused on the PAP’s goals, acknowledging that the administrator has already achieved significant progress in enhancing the programme for the betterment of both the Niger Delta and Nigeria. Manager reaffirmed that the PAP’s primary objectives revolve around fostering peace, stability, and development in the region.

“Your leadership of the Presidential Amnesty Programme has shown great capacity and competence,” Manager stated. “Despite efforts by some to distract you, I urge you to continue focusing on the important goals of peace, security, and development for the Niger Delta.”

In response, Otuaro expressed gratitude for the senator’s support, stating that his administration is working hard to realign the programme for the overall benefit of the region. He noted that the PAP is currently in its reintegration phase, which involves a wide range of initiatives aimed at empowering individuals through education, vocational training, and post-training support. He stressed that with additional funding, the programme could achieve even more for the sustainable peace and development of the Niger Delta.

“We are committed to improving the lives of our people through our various educational and empowerment programmes,” Otuaro said. “We believe that with more financial resources, we can do much more to ensure lasting peace and development in the region.”

Miss Favour graduated with a Bachelor of Science (B.Sc.) Degree in Banking and Finance, earning an impressive Second-Class Upper (2.1) classification. Going a step further in her academic pursuit, she has also obtained a Master of Science (M.Sc.) Degree in Banking and Finance from the same institution.

This has received warm reactions from family and friends with many congratulating the young lad. Good News: Presidential Amnesty Office Commences Second Phase of Laptop Distribution to Scholarship Delegates

Abuja – The Otuaro-led Presidential Amnesty Office, popularly known as PAP, has commenced the second phase of laptop distribution to its scholarship beneficiaries across Nigerian Universities for the 2024/2025 academic year.

According to a statement signed by Mr. Igoniko Oduma, Special Assistant on Media to the Administrator of the Presidential Amnesty Programme, the initiative is part of efforts to enhance learning and research amongst students under the programme.

The exercise, which began following the directive of the Administrator, Chief (Dr.) Dennis Otuaro, makes a continuation of the first phase carried out between April and May 2025, during which over 663 final-year scholarship beneficiaries received laptops.

Dr Otuaro explained that the decision to promoting academic excellence and research productivity. He noted that the gesture also fulfills a promise he made to students during his tour of partner Universities in 2024.

“The laptops are intended to aid the beneficiaries in their studies and research activities” Otuaro state, urging the students to use the devices responsibility and to justify the Federal Governmtent’s modest investment in their education.

He also advised the beneficiaries to remain focus on their academic pursuit and avoid behaviours that could undermine their future prospects.

Reaffirming his administration’s objectives, Dr. Otuaro said the PAP will continue to achieve academic succes, contributing to the socio-economic advancement of the Niger Delta region.

He expressed appreciation to President Bola Ahmed Tinubu for his consistent support for the programme, describing it as a demonstration of commitment to bridging the human capital development gaping the region.

Dr. Otuaro further urged the youths and people of the region to reciprocate the President’s gesture by supporting his administration’s policies and programmes.

He reaffirmed the PAP’s dedication to consolidating on its achievements in alignment with the Renewed Hope Agenda of the Tinubu administration.
